Ớt chuông vàng, xanh rửa sạch, cắt thành từng lát vừa ăn. Hành tây, tước bỏ vỏ khô bên ngoài, bổ múi cau. Hành lá rửa sạch, cắt nhỏ.
Lăn cá qua chén bột năng, dùng tay thoa cho bột năng bám đều vào cá, sau đó phủi bỏ những lớp bột năng còn thừa. Dùng bột năng cá sẽ giữ được độ dòn lâu hơn những loại bột khác.
Dùng nồi nhỏ, cho dầu ăn vào rán cá vàng đều, vớt ra đĩa cho thấm bớt dầu ăn.
Đun nóng một ít dầu ăn trong nồi, phi tỏi thơm, thêm hành tây vào xào chín.
Cho ớt chuông vào xào cùng, thêm 1 muỗng cà phê hạt nêm, 1 muỗng cà phê dầu hào, xào khoảng 3 phút.
Cho tiếp cá đã rán giòn vào, xào khoảng 5 - 7 phút, nêm vào 1/2 muỗng cà phê giấm và gia vị lại cho vừa ăn. Nếu muốn ăn nhiều nước sền sệt hơn có thể châm vào nồi cá một ít nước lọc, đun sôi sau đó cho cá vào đun cùng.
Tắt bếp, thêm hành lá vào, múc ra đĩa dùng làm món mặn ăn với cơm.
